West Virginia Special Emphasis Programs

Why Special Emphasis Programs?

West Virginia Special Emphasis Programs are in integral part of the Natural Resources Conservation Service's Civil Rights Program.  We use Civil Rights to ensure compliance with agency policies for Conservation and Equal Opportunities Programs, and accountability for the delivery of quality and timely services to our customers.

What do they do?

Special Emphasis Program Managers are responsible for:

  • Coordinating of diversity events
  • Assessing under-representation of minorities, women, and providing input to affirmative employment plans
  • Developing action items to eliminate barriers to employing and promoting women and minorities
  • Identifying diversity awareness, understanding, and appreciation for differences in all people and how they influence day-to-day operations
  • The Special Emphasis Program Managers work for the State Conservationist
