Northern Panhandle Resource Conservation and Development Council

Landowner: Windsor Heights Community Center, Brooke County

Program: Resource Conservation and Development

Overview: The Community of Windsor Heights had acquired a former church for use as a Community Center. However at the time of acquisition, the building was in the process of being "torn down" by the former owner. All that remained of the church was an empty shell.
    Residents of Windsor Heights contacted the Northern Panhandle RC&D Council for financial assistance to renovate the structure. The RC&D Council secured a grant from the WV Soil Conservation Agency for materials needed to renovate the former church.
    Local citizens, working with WV legislators, obtained additional funding from the State of West Virginia for the project. The Windsor Heights Community Center Organization raised additional funds by holding dinners and raffles. Initial monies provided by the RC&D Council were instrumental in the citizens being able to obtain funding from other sources. Approximately $75,000 was secured for renovating the former church.
    Windsor Heights now has a functional Community Center that is used to feed senior citizens and hold "after hours" classes for school children. Senior citizens hold quilting bees there and other community groups use it as a meeting location.
